UTC Spectrum Services’ WRAP service consists of these different aspects to assist your organization in the proactive management of your licenses:

FCC License Management
FCC License Management includes the following elements, tailored to your needs and in accordance with your instructions:

  • Add, modify, renew, and cancel FCC licenses and individual frequencies and sites
  • Notify FCC when facility construction is complete
  • Retain and manage license records

Frequency Coordination Service
Frequency Coordination is required when applying for new frequencies or making changes to existing licenses. UTC has been certified by the FCC for frequency coordination in any Part 90, Private Land Mobile Radio Service frequency band (non-public safety). We also offer Fixed Service (microwave) coordination.This allows us to provide a complete licensing service without your relying on third-party vendors.

Frequency Protection Service
UTC provides frequency protection services for land mobile licenses using its Frequency Guard Plus™ service. This affordable notification service alerts clients to potentially interfering operations before they are licensed and constructed. UTC also provides frequency protection for microwave paths, thereby providing a complete frequency protection service.

FCC Federal Registration Number (FRN) Management
Your FRN is a ten-digit number that is assigned to entities to allow them to do business with the FCC. The FCC uses the FRN to allow quick access to license documents and to determine if all of the registrant’s fees have been paid. An entity may have more than one FRN, which often complicates license management.
Managing FRNs includes the following elements:

  • Acquiring new FRNs
  • Modifying and consolidating FRNs
  • Deactivating FRNs

FCC Antenna Structure Registration (ASR) Management
Wireless sites meeting certain criteria must be registered with the FCC. ASR records must be updated whenever a registered antenna structure is modified in ways specified by FCC Rules. ASRs are public information and are available on the FCC’s ULS Web site.
Managing ASRs includes the following elements:

  • Applying for new ASRs
  • Modifying existing ASRs
  • Retaining and managing site information

FAA Aeronautical Study Management
Also part of wireless siting, new and modified towers often require an FAA Aeronautical Study to make sure the structure is not a hazard to air navigation. The FAA Aeronautical Study (Form 7460) also is needed when obtaining an ASR from the FCC. UTC’s WRAP service can make sure that any new or modified tower structures meet FAA documentation requirements, check location accuracy and retain your siting records to be ready for future needs.

FCC & FAA Records Keeping
The process of organizing and storing paper records as required by the FCC & FAA can be a complex administrative task for both large and small organizations. UTC will complement our client’s record keeping strategies with a custom-designed solution for each client.

FCC & FAA Rule Changes Management
As part of our member benefits, UTC already identifies FCC & FAA rule changes that are important to our members. WRAP service customers also can benefit from this expertise. Notices are sent via email as part of routine association news bulletins. Issues of specific concern to license management clients will be addressed further thru targeted email, faxes or phone call notifications.
