Citing serious concerns about congestion and interference that could be caused to utility communication operations, UTC filed comments in opposition to a Petition for Rule Making filed by Pyramid Communications with the Federal Communications Commission (FCC). Pyramid has proposed removing restrictions on voice operations on 173.2375, 173.2625, 173.2875, 173.3375 and 173.3625 MHz in order to provide Vehicular Repeater Systems (VRS).

UTC filed reply commentswith the Federal Communications Commission (FCC) (PS Docket No. 11-82) last week, supporting the FCC’s proposal to extend network outage reporting requirements to apply to broadband and interconnected VoIP providers. The FCC’s proposal is intended to improve the reliability of commercial networks, particularly as more and more traffic migrates from traditional networks (e.g. cable, wireline telco and wireless) to broadband and VoIP networks.

Utilities and other critical infrastructure industries (CII) continue to have concerns about using commercial service providers to support their mission-critical, smart grid and other communications applications.

The Utilities Telecom Council filed a Petition for Reconsideration yesterday with the Federal Communications Commission’s (FCC) urging the FCC to reconsider its Order that restricts the use of fixed operations in the 700 MHz public safety broadband spectrum, such that fixed operations are permitted only on an ancillary and secondary basis.

The FCC has modified a waiver that mandated certain TV distance separation requirements and power limits for the operation of Telex headsets inside nuclear power plants. This waiver is in response to a petition filed by the Utilities Telecom Council and the Nuclear Energy Institute (NEI).

UTC, EEI, APPA and NRECA filed joint comments with the FCC in its proceeding on the development of a cybersecurity roadmap (PS Docket No. 10-146). The Associations emphasized three main points: urging the FCC to support smart grid and existing private communications networks, suggesting that the FCC coordinate with other agencies in developing the roadmap, and urging the FCC to recognize existing international standards on cybersecurity.

While commercial carriers may be able to meet some utility communications needs, most utilities will rely on private internal communications networks to support mission-critical applications that protect the safety, reliability and security of the nation’s electric grid and other critical infrastructure industries.
